The issues with the town are nothing new. The politics of being poor opens the door to severe abuse of power. I do not know the current police department personnel, but scandal and corruption have a long history here. Just look back over the last 40 years or so.
There comes a time when building g brother should step in and reset things. For the short term, the police department should be absorbed into the Sherifs Department. Keep who is good, cut loose the riff raff in uniform and then start the process of overhauling the town leadership. Somebody has got to take a stand if things are going to change.
